Objective: establishment of a green network for Pärnu County

Problems: many claims received from forestry sector and local administration against establishment of green areas

Solutions: disputes settled by trilateral negotiations involving county environment dept., forestry stakeholders and local governments and county government

Results: green network mapped including conflict areas, and defined land use conditions

Critical factors of success: open communication by the county gvt. specialists and willingness to listen to opposing views; early consultation; continuing dialogue throughout the process; active participants engaged in planning process

Key learning points: main stakeholders should be identified and given the opportunity to influence decisions and to participate actively in early phases of the planning; respect for other peoples views and knowledge; adapt consultation procedures to local situation
